4 things we learned about the Government’s NPPF revision

The latest revision of the National Planning Policy Framework, the Government claims, will give councils greater authority and deliver more quality, well-designed homes.

You can read the 2018 revision of the National Planning Policy Framework (NPPF) by clicking here – but in brief, the adapted rule book reinforces the Government’s desire to increase output to 300,000 new homes per year (by the mid-2020s), but not to the detriment of high-quality design, the environment or the needs of the local community.

The new planning rule book focusses on four key areas:

Promoting high quality design of new homes and places

Councils will be given tools that provide them with the confidence to purely grant permission to a development that meets high-quality design principles and is consistent with the requirements of the local community.

Stronger protection for the environment

The planning system will become more concurrent with Defra’s 25 Year Environment Plan, which aims to protect natural landscapes and habitats for future generations. This includes cleaner air and water; plants and animals which are thriving; and a cleaner, greener country for everyone.

Building the right number of homes in the right places

The policy change sets out new ways for councils to determine the housing need of their local community in an effort to remove the barriers of unaffordable house prices. As a result, local authorities will be able to consider factors, like affordability of existing homes for people on lower incomes, to deliver more capacity where it is most needed.

Greater responsibility and accountability for housing delivery from councils and developers

A new housing delivery test will be introduced to councils, designed to multiply the number of homes built in their region. This new methodology will replace the current system that concentrates on planned provision.
